Montgomery County Public Schools (MCPS) has a new chief of staff and deputy chief of facilities management following the county school board’s unanimous approval Tuesday of appointments for the two positions.  

Esther McGuire, a former Montgomery County Council staff member of 21 years, was appointed to serve as Superintendent Thomas Taylor’s chief of staff. According to her LinkedIn profile, McGuire was a senior legislative analyst with the county council.  

Taylor presented her appointment to the board for approval, sharing that she previously served in the district as an executive director in the Office of the Chief Academic Officer and was an associate superintendent of operations. Henry R. Johnson Jr. was the last person to be tapped for the position after Michael Durso stepped down following the resignation of former Superintendent Monifa McKnight in February.

According to a job description on the MCPS website, the chief of staff “provides executive-level assistance” to the superintendent by “driving communication, collaboration and coordination” of the executive team.  

MCPS spokesperson Liliana López said McGuire starts her transition into her new role Wednesday.

Adnan Mamoon was appointed to serve as the deputy chief of facilities management. Taylor told the board Mamoon brings more than 25 years of experience in facilities planning, management, design and construction. Mamoon replaces Seth Adams, who stepped down at the end of July.

According to the Frederick County Public Schools website, Mamoon served as the director of capital programs in Frederick County schools.  

The MCPS deputy chief of facilities management directs and oversees the strategies, goals, functions and activities of several divisions including capital planning, construction and maintenance. The position also monitors the Office of Facilities Management, according to the MCPS website.
